Android Developer site gives instructions on how to connect to a phone from Ubuntu, but no instructions are given for Fedora. These are the steps I followed to connect adb to a Samsung phone on Fedora 14:
  1. As root, create a file named /etc/udev/rules.d/51-android.rules with following contents (04e8 is Samsung vendor id):
    SUBSYSTEM=="usb", ATTRS{idVendor}=="04e8", MODE="0666"

  2. As root, run udevadm control --reload-rules
  3. Unlug the phone if clready connected.
  4. Connect to phone with adb (kill server if already started):
    $ ./adb kill-server
    $ ./adb devices
    * daemon not running. starting it now *
    * daemon started successfully *
    List of devices attached
    I500701b0470	device
